Gotta upload the photo to something first.

Then you hit the "insert image" button (bottom row of buttons, second from right) in the reply or new topic screen.  Slap the url between the tags, and you're good to go!

The insert image button doesn't work for me. I just use photobucket. So if you have photobucket, use that and just copy and paste.
