Again, I guess I'm biased, but I prefer his look from Purple and Tiny Music. Oh well, looks don't make the music, it's the vocals and he always has it.

Scott's face looks so youthful, the hair looks funky but cool in this picture, I assume it was taken before his haircut.  I agree he is trying to look young, shaved the beard and dyed his hair after trying to look rough for a few years, but he's looking fine to me.  If he was wired out like crazy we'd see crazy mascara and messy hair (think Rolling Rock 2001 performance).
