He's just damaged, there's no coming back from what he's done to himself in the past.
If you want to get him rolling it on the road, you have to put a team around him to keep him straight. That infrastructure would have been there with STP (had they cared), VR (bailed) and Art Of Anarchy (can afford it and would most certainly have done it) but it's not there now. So we are where we are.
It's probably endgame at this point because of the one most important thing...money. This world flat out sucks.
